Just because God knows the future and what will happen does not mean that man has no choice.
Pharaoh hardened his own heart. Near the end, it says God hardened Pharaoh's heart. It is more like God allowed him to go beyond the ability to 'change' his mind --- it was too late, Pharaoh was blind to God's workings, just as sin has blinded some people today. The deal is, we cannot know if they are beyond the point of accepting God's working, so we must share His Word with them. There is a point, that Paul speaks of, where God gives sinners over into their sinfulness and blinds them [ or sin blinds them] to God's dealing.
