I don't know that blessing equates purely to financial situation though. Have you done a word study on blessing in that verse? My suspicion is blessing there is used in a much broader sense than material/financial.

I think God is pretty clearly addressing an audience in Micah that was not in the habit of bringing in the full tithe, don't you? In that sense, he could easily be speaking to the church in American today.
