I'd probably do two things:
follow the suggestions mentioned here
give her an extra year. In our culture it's the norm to graduate at age 18 after 13 years of school, but there is no law that says you have to do this. If she would benefit from another year, then give her another year. Is there a community college nearby where she could take some basic classes?
