i guess because my worst tester, was only homeschooled a year and a half in highschool, so they had other records to go by besides mine. The other 3 managed to get good ACT scores by the second or third time they took them.

anyhow i kept a portfolio on each of them till they completed their second yr of college in case there was ever a question.
